بیمارستانها باید در کنار درمان افراد بیمار، در زمین برنامه ریزی، هماهنگی، اجرا، نظارت و کنترل مراقبت های اولیه بهداشتی در مناطق مربوط به خودشان نیز مشارکت داشته باشند. بیمارستانها می توانند مسئولیت تخصیص و کنترل منابع را در سراسر منطقه با توجه به نحوه سازان دهی سرویسهای بهداشتی در کشور به عهده داشته باشند.
